Do operators have to fill anything in?

No. The data comes from the machine, not from a pen. At most the operator logs the reason for a stop, on a tablet.

Can Meddle change machine parameters?

Read only and suggestions first. Then, with your approval, it writes the setpoints, with permissions, traceability and override always available.

Does my production data stay mine?
